are seeking a Technical Product Manager to help lead the development of a modeling and decision-support application for the Defense Health Agency (DHA). The platform helps planners explore complex healthcare-system scenarios through simulation, data integration, and interactive analysis. This is a hands-on product role for someone who can move comfortably between users, subject-matter experts, engineers, and organizational stakeholders. You will investigate complex operational needs, turn incomplete or high-level concepts into coherent product capabilities, and give the development team the context and direction needed to build effective software. The successful candidate will be intellectually curious, technically conversant, and comfortable developing a deep understanding of unfamiliar workflows and modeling concepts.

  • erview users and subject-matter experts to understand their workflows, decisions, constraints, and underlying needs.

    Pl

a- n and facilitate product-discovery activities, including interviews, workflow analysis, prototype reviews, and feedback sessions.

s- tinguish underlying user problems from requested features and identify solutions that deliver meaningful operational value.

a- nslate high-level concepts and complex discussions into well-defined capabilities, features, and user stories that a development team can execute.

c- ument acceptance criteria, business rules, workflows, assumptions, dependencies, and intended user outcomes.

i- ld and maintain a product roadmap aligned with program objectives and Agile SAFe Program Increments (PIs).

a- d PI preparation by refining priorities, identifying dependencies, and ensuring proposed work is sufficiently understood.

l- laborate with engineering leadership to develop achievable sprint plans and adapt priorities as new information emerges.

i- ntain and prioritize the product backlog while balancing user value, technical constraints, program commitments, and long-term product health.

r- k closely with engineers during implementation to answer questions, resolve ambiguity, and make timely product decisions.

l- laborate with technical and domain experts as simulation logic and analytical capabilities are designed and validated.

r- ticipate in architectural and technical discussions to understand tradeoffs and represent user and mission needs.

v- iew completed work, coordinate user demonstrations, gather feedback, and incorporate findings into future product decisions.

m- municate product direction, priorities, progress, risks, and tradeoffs clearly to both technical and nontechnical audiences.

  • roximately 3–5 years of experience in technical product management, product ownership, user research, business analysis, software delivery, or a comparable role.

i- lity to obtain and maintain a Secret clearance.

m- onstrated experience interviewing users and translating findings into actionable product requirements.

p- erience creating clear user stories, acceptance criteria, workflows, or comparable development-ready documentation.

p- erience managing a product backlog and planning work across multiple delivery increments.

f- ficient technical fluency to work effectively with software engineers and understand system behavior, data flows, dependencies, and engineering tradeoffs.

r- ong analytical and systems-thinking skills, including the ability to make sense of complex or ambiguous problem spaces.

p- erience working with simulation, modeling, decision-support, data-intensive, or analytical software.

p- erience collaborating with researchers, data scientists, modelers, or other highly specialized subject-matter experts.

Fa

m- iliarity with software architecture, APIs, relational databases, data pipelines, cloud platforms, or modern application-development practices.

Ex

p- erience working in Agile SAFe environments and planning Program Increments.

Ex

p- erience using prototypes, diagrams, or lightweight visual artifacts to clarify requirements and evaluate potential solutions.

Ex

p- erience facilitating workshops and discussions involving users, engineers, leadership, and domain experts.

Ex

p- erience defining product outcomes and evaluating whether delivered capabilities address the original user need.

A

d- egree or advanced study in computer science, human-computer interaction, human factors, systems engineering, operations research, healthcare informatics, or a related technical or research-oriented field.
