Employment Status: Temporary, Part-Time (20-25 hours/week) but some 40 hour work weeks may be needed.
This position may be converted to a regular full-time position without a separate recruitment process, based on organizational needs.
Position Summary
The Temporary Part-Time Accounting Specialist performs accounting, financial, and administrative functions in support of the Port of Newport. The position provides coverage during a staff member medical leave and return-to-work transition while ensuring continuity of critical financial operations.
Essential Duties and Responsibilities
Cash Management and Daily Processing
Prepare bank deposits; transfer funds from B090 to B010; process cash, checks, credit card receipts, and EFT transactions; prepare end-of-day worksheets and balancing reports.
Accounting and Financial Reporting
Prepare miscellaneous journal entries; reconcile prepaid expenses; process and reconcile credit card expenditures; assist with month-end and year-end activities; maintain accurate fund accounting records.
Vendor Compliance
Obtain and maintain W-9 forms; maintain vendor records; assist with annual 1099 preparation and distribution.
Benefits Administration Support
Process benefit enrollments and changes for new hires and terminations; administer flexible benefits; reconcile monthly benefit invoices and records.
Audit and Administrative Support
Assist with annual audits; gather supporting documentation; provide backup support to accounting staff; process travel-related accounting transactions.
There may be a period of time that full-time ore nearly full-time (40 hours per week) assistance is needed. During this period Payroll and Accounts Payable duties may be added:
Primary Responsibilities - Payroll

Process regular bi-weekly payroll.

Review employee timesheets for completeness and accuracy.

Verify leave balances, overtime, comp time, and holiday pay.

Enter payroll adjustments, reimbursements, and corrections.

Assist with payroll-related onboarding and termination processing.

Maintain payroll records and supporting documentation.

Reconcile payroll reports to the general ledger.

Process payroll tax deposits and reporting as directed.

Assist with quarterly and annual payroll reporting, including W-2 preparation.

Monitor employee benefit deductions and employer contributions.

Respond to employee payroll questions and requests.

Maintain confidentiality of payroll and personnel information.
Accounts Payable Duties
The Accounts Payable Duties would focus on ensuring vendor payments are processed accurately, timely, and in compliance with Port procedures.
Primary Responsibilities:

Receive, review, and process vendor invoices.

Verify invoices for proper approval, coding, and supporting documentation.

Enter accounts payable transactions into Business Central and Elite Dynamics.

Match invoices to purchase orders, contracts, and receiving documentation when applicable.

Prepare weekly accounts payable check runs and electronic payments.

Process ACH, wire, and credit card transactions as assigned.

Maintain vendor files and W-9 documentation.

Reconcile vendor statements and investigate discrepancies.

Assist with monthly accounts payable accruals and period-end closing activities.

Maintain organized electronic and physical accounts payable records.

Respond to vendor inquiries regarding payment status.

Ensure compliance with public agency procurement and payment requirements.
Knowledge, Skills and Abilities
Knowledge of accounting principles, governmental/fund accounting preferred, proficiency with Microsoft Office and Business Central, strong organizational skills, and ability to maintain confidentiality.
Minimum Qualifications
Associate degree in Accounting, Finance, Business Administration or related field, or equivalent experience; two years of progressively responsible accounting experience preferred.
