SALARY: Starting at$59,740

SUMMARY: This position concentrates on contract administration and procurement. This role is responsible for assisting with sourcing and procurement activities, communicating with vendors, coordinating contract processes, and ensuring compliance with procurement processes.

DUTIES AND RESPONSIBILITIES: The essential duties of the Analyst, Accounting & Finance (Procurement) include, but are not limited to the following:

  • Review and reconcile the organization’s accounting books and accounting systems for efficiency and use of generally accepted accounting procedures and identify potential risks.

  • Organize, analyze, and maintain financial records.

  • Review and analyze expenditures against contract compliance.

  • Work closely with vendors and departments to ensure all purchases are received and address any discrepancies.

  • Provide vendor management and update the financial system.

  • Evaluate suppliers/vendors based on pricing, quality, reliability, and service levels.

  • Collaborate with new contact sources to identify potential vendors and support their qualification and onboarding processes.

  • Track contract terms, expirations, and renewal timelines to ensure continuity of supply and services. Initiate purchases with departments to maintain appropriate timelines.

  • Maintain accurate documentation related to purchasing, contracts, and vendor activities.

  • Conduct a review of procurement processes and recommend actions for process and system improvements to maintain integrity and compliance.

  • Advise management on risks, ethical concerns, vendor issues, or policy exceptions.

  • Analyze procurement spend, purchasing patterns, and vendor qualifications to identify cost-saving opportunities.

  • Collaborate with internal teams to understand requirements and identify sourcing that aligns with business needs.

  • Participate in vendor meetings and implementations to represent the purchasing process, providing guidelines and requirements before moving forward.

  • Present recommendations to management based on data-driven insights, demo outcomes, and department reviews.

  • Maintain accurate contract management and procurement records for audit, reporting, and compliance review.

  • Participate in internal and external audits and support the resolution of findings.

  • Participate in preparing the operating budget.

  • Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with agency policy.

SUPERVISORY RESPONSIBILITIES: This position does not have direct reports.

SKILLS AND QUALIFICATIONS:

  • Years of experience required: Minimum of five (5) years of experience handling similar duties.

  • Education: Bachelor's degree (BA) preferred; equivalent experience considered.

  • Computer skills required: Advanced proficiency in Microsoft applications, especially working with Excel, Outlook, PowerPoint, and Word. Experienced in using computerized business systems, data entry, electronic processing, and record management.

  • Ability to effectively use financial, invoice, procurement, project, and other enterprise management systems. Ability to learn and adapt to new systems and technology.

  • Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.

  • Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.

  • Ability to communicate professionally and interact effectively with all levels of personnel, including management staff and support staff.

  • Ability to work efficiently and effectively in a hybrid (remote and in person) environment.

  • Demonstrate attention to detail, reliability, outstanding organizational skills, and ability to learn new technology.

  • Ability to work on multiple matters simultaneously in an organized manner and under minimal supervision.

  • Knowledge of municipal, county and state government structure.

  • Exceptional computer skills with the ability to learn new software applications quickly.

  • Language Skills: Bilingual in English and Spanish preferred.
