Job description
JOB SUMMARY:
The Business Systems Analyst performs professional, technical, and administrative work specializing in the agency's financial software applications, systems, and interfaces. This position oversees core financial system administration, configuration, custom report development, and project management to support the Clerk & Comptroller’s financial departments. The role serves as the primary liaison between end users and technical teams, translating complex financial workflows and statutory requirements into efficient, secure technology solutions. This position reports to the Information Technology department.
ESSENTIAL FUNCTIONS:

Financial Systems Administration & Configuration: Administer, configure, and maintain core financial applications, module interfaces, and vendor-supplied software to ensure optimal functionality, data integrity, and system security.

Reporting & Data Analytics: Design, develop, test, and maintain complex financial and operational reports, enterprise dashboards, and business intelligence solutions using reporting platforms such as SSRS, Power BI, IBM Cognos, or equivalent tools.

Workflow & Process Analysis: Analyze existing financial workflows, departmental processes, and reporting structures to identify efficiencies, eliminate bottlenecks, and implement enhanced operational procedures.

Advanced Data Modeling: Utilize expert-level Microsoft Excel skills (including complex formulas, data modeling, automated macros, and pivot analysis) to perform in-depth financial data reconciliation, auditing, and ad-hoc analysis.

Project Management & Implementation: Lead and coordinate technical projects, including system migrations, major application releases, and patch updates. Collaborate with internal staff, County administration, and software vendors to establish project timelines, deliverables, and documentation.

Regulatory Compliance & Statutory Tracking: Review annual statutory changes, regulatory rules, and local mandates to ensure financial applications, policies, and system logic remain fully compliant with applicable Florida laws.

Documentation & User Training: Develop technical specifications, standard operating procedures, and end-user documentation; facilitate comprehensive user training and support knowledge transfer across departments.

Technical Support & Vendor Coordination: Troubleshoot complex software issues, coordinate vendor support tickets, and provide guidance during off-hours maintenance or emergency resolution as needed.
COMPETENCIES:

Reporting & Analytics Expertise: Advanced-level proficiency in enterprise reporting tools (e.g., SSRS, Power BI, IBM Cognos, or equivalent business intelligence platforms) to transform raw system data into actionable executive insights.

Advanced Spreadsheet Proficiency: Expert-level knowledge of Microsoft Excel for advanced data manipulation, modeling, financial analysis, and automated reporting tasks.

Database & Technical Proficiency: Hands-on experience with SQL databases, including writing custom queries, data extraction, and schema analysis; broad knowledge of operating systems, enterprise financial software, and interface protocols.

Financial Workflow Knowledge: Strong understanding of governmental financial practices, accounting workflows, and reporting requirements.

Analytical & Problem-Solving Skills: Exceptional ability to evaluate complex user requests, dissect system logic, establish priorities, and deliver sound technical solutions in a fast-paced environment.

Communication & Collaboration: Excellent written, verbal, and interpersonal skills, with a demonstrated ability to translate complex technical concepts for non-technical users and build effective working relationships across all organizational levels.
REQUIRED EDUCATION AND EXPERIENCE:

Education: Bachelor’s degree from an accredited college or university in Accounting, Business Analytics, Information Technology, Computer Science, Finance, or a closely related field preferred; High School Diploma or GED required.

Experience: Minimum of two (2) years of hands-on experience in financial systems administration, SQL database usage, business process optimization, expert-level Microsoft Excel applications, and advanced report creation using SSRS, Power BI, Cognos, or equivalent enterprise reporting suites.

Equivalency: An equivalent combination of education, specialized training, and direct experience that provides the required knowledge, skills, and abilities may be substituted.
Pay: $70,720.00 - $95,080.00 per year
