Compliance Analyst

Agency: WV Solid Waste Management Board

Job Summary:

The Compliance Analyst reports directly to the BFAS Manager and supports the Business and Financial Assistance Services unit by collecting, analyzing, and reporting financial and operational data submitted by county and regional solid waste authorities. This position plays a key role in evaluating statutory compliance, identifying financial and systemic risks, and supporting performance reviews. The Compliance Analyst serves as a primary operational liaison for local authority staff on reporting requirements and assists in developing data quality tools and policy updates to ensure statewide consistency and compliance

Duties/Responsibilities:

Collection & Preliminary Audit: Collects, reviews, and evaluates quarterly performance measure reports, annual audit submissions, and operational compliance evaluations from county and regional solid waste authorities.

Data Synthesis & Trend Analysis: Compiles, organizes, and analyzes statewide financial data, tonnage reports, employment statistics, and operational benchmarks to identify local and systemic trends, risks, or inconsistencies.

Drafting Documentation: Supports the performance review process by drafting evaluation reports, charts, and summary documentation for manager review, ensuring findings are consistent and compliant with state law and Board policies.

Audit Tracking: Tracks annual financial audit submissions, maintains records of findings, and assists in following up on identified compliance issues or areas requiring corrective action.

Database & Systems Maintenance: Operates and maintains compliance databases, implementing tools to ensure data quality, integrity, and accessibility for both short-term analysis and historical trend tracking.

Technical Support & Liaison: Acts as an operational point of contact for solid waste authority staff, providing initial technical guidance and assistance regarding compliance requirements, reporting standards, and statutory obligations.

Policy Monitoring & Special Projects: Monitors state code, legislative updates, and regulatory changes to recommend policy or procedural improvements, collaborating on special projects and strategic assessments of authority performance.

General Support: Performs other related duties as assigned by the Manager

Required Skills/Abilities:

Analytical & Risk Assessment: Strong analytical, risk identification, and problem-solving skills, with proficiency in compiling, evaluating, and identifying trends in large, complex datasets.

Regulatory & Accounting Standards: Solid working knowledge of governmental accounting, financial reporting standards, public sector governance, and relevant state codes or statutory compliance requirements.

Communication & Technical Advisory: Excellent written, verbal, and technical advisory skills, with demonstrated ability to draft clear evaluation reports and provide operational guidance to authority staff.

Data Management & Systems: Demonstrated ability to maintain complex databases, implement quality control tools, and ensure high levels of data accuracy and integrity.

Organization & Detail: Exceptional organizational skills and attention to detail, with a proven ability to track audit submissions, manage strict deadlines, and handle multiple concurrent projects.

Education and Experience:

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a related field required.

Experience: Minimum of three (2) years of progressively responsible experience in financial analysis, statutory compliance monitoring, audit support, or public sector financial reporting.

Equivalency: An Associate degree in a qualifying field combined with five (5) years of relevant experience, or a high school diploma/GED combined with seven (7) years of directly related public sector compliance and financial analysis experience, may substitute for the Bachelor’s degree.

Physical Requirements:

Work Environment & Mobility: Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times.

Travel Expectations: Occasional travel is required for professional training, regional conferences, and conducting on-site compliance evaluations at solid waste facilities.

Field Safety & PPE: Fieldwork and on-site visits require adherence to agency safety standards, including the mandatory proper use of Personal Protective Equipment (PPE) appropriate to the facility environment.

Pay: $50,000.00 - $55,000.00 per year
