Compliance & Enforcement Analyst (Organic Regulatory Investigations)

The USDA National Organic Program receives more than 700 complaints each year alleging violations of the Organic Foods Production Act or the USDA organic regulations — most involving domestic farms, ranches, and processors, with a smaller but more complex share involving imports and international supply chains. The Compliance & Enforcement Analyst reviews, investigates, and resolves these complaints under established NOP procedures, maintains complete case records in NOP’s case management system (CMTS), and produces monthly trend analysis that helps the program focus its enforcement priorities.

This is investigative, evidence-driven work for someone who can evaluate an allegation, run it to ground, and write a clear, defensible summary of what the evidence shows.

RESPONSIBILITIES:

• Review incoming complaints, assess allegations against 7 CFR Part 205 and OFPA requirements, and determine appropriate investigative steps

• Conduct investigations: gather and analyze records, trace product and supply chain relationships, correspond with certifiers and operations, and document findings

• Maintain complete, accurate, and well-organized case records in CMTS across a large and variable caseload

• Meet NOP-identified monthly case metrics for complaint resolution

• Prepare evidence-based investigative summaries and recommendations for NOP decision-makers

• Contribute to a monthly complaint status and trend report

• Participate in approximately 25 scheduled meetings per year with NOP compliance and enforcement staff

• Assess allegations involving diverse operation types: farms, processors, handlers, importers, retailers, and certifying agents

REQUIRED QUALIFICATIONS:

• Bachelor’s degree in agriculture, food science, criminal justice, public policy, regulatory affairs, or a related field

• 3+ years of experience in complaint review, regulatory investigations, compliance monitoring, audit, or a similar evidence-based review function — federal, state, or third-party certification experience preferred

• Working knowledge of investigative methods: evaluating allegations, tracking investigative steps, analyzing evidence, and documenting findings

• Ability to interpret and apply statutory and regulatory requirements to specific facts

• Experience maintaining consistent, accurate records in a case management system across a high-volume caseload

• Strong writing skills — able to synthesize investigative findings into clear, evidence-based summaries

• Proficiency in Microsoft Office and Adobe Acrobat Pro

Preferred Qualifications:

• Familiarity with USDA organic regulations, organic certification, or organic inspection

• Understanding of domestic and international agricultural supply chains, including import/export documentation and customs data

• Experience with fraud detection, supply chain traceability, or mass-balance/product-flow analysis

• Prior work with USDA, FDA, EPA, state departments of agriculture, or an accredited certifying agent
