Job description

JPosition Summary

The DevOps Engineer is responsible for designing, building, and operating the cloud infrastructure, deployment automation, and platform services that power a federal government digital services platform. This role enables dozens of engineering teams to securely deliver digital services to millions of citizens by providing scalable infrastructure, automated deployment pipelines, observability, and developer tooling.

Working as part of the Platform Engineering team, this engineer contributes to a shared platform that emphasizes reliability, security, automation, and developer experience. The ideal candidate is comfortable working across infrastructure, CI/CD, Kubernetes, cloud architecture, and federal compliance while collaborating closely with software engineers, Site Reliability Engineers (SREs), and security teams.

Primary Responsibilities

Platform Engineering

  • Design, build, and maintain cloud infrastructure supporting the Platform.

  • Develop reusable infrastructure modules, libraries, and automation that can be leveraged across multiple engineering teams.

  • Improve platform scalability, resiliency, reliability, and operational efficiency.

  • Contribute to internal platform capabilities that improve the overall developer experience.

Infrastructure & Automation

  • Provision and manage cloud infrastructure using Infrastructure as Code (Terraform/Terragrunt).

  • Build and maintain Kubernetes infrastructure and supporting platform services.

  • Automate operational tasks to reduce manual effort and improve consistency.

  • Design solutions that simplify architecture while improving operational maintainability.

CI/CD & Software Delivery

  • Build and maintain automated CI/CD pipelines using GitHub Actions, Argo CD, Jenkins, or similar technologies.

  • Integrate testing, security scanning, code quality, and deployment automation into delivery pipelines.

  • Support GitOps deployment patterns and continuous delivery best practices.

  • Continuously improve deployment speed, reliability, and developer productivity.

Reliability & Operations

  • Participate in business-hours support rotation and production on-call responsibilities.

  • Troubleshoot production infrastructure, Kubernetes clusters, deployment failures, and cloud services.

  • Participate in incident response, root cause analysis, and continuous operational improvement.

  • Monitor platform health using observability and alerting tools.

Security & Compliance

  • Build infrastructure that meets security, availability, and performance requirements.

  • Support federal security compliance activities, including Authority to Operate (ATO) documentation and remediation efforts.

  • Integrate security tooling into CI/CD pipelines, including vulnerability scanning and static analysis.

  • Collaborate with security engineers to continuously improve Platform's security posture.

Collaboration

  • Partner with software engineering teams to improve deployment workflows and operational excellence.

  • Work closely with government stakeholders to ensure infrastructure meets mission and compliance requirements.

  • Contribute to architecture discussions and technical design reviews.

  • Mentor junior engineers and promote DevOps and Platform Engineering best practices.

Core Expectations

A successful DevOps Engineer:

  • Collaborates effectively across engineering teams to simplify tooling, infrastructure, and operational processes.

  • Solves infrastructure challenges with an emphasis on maintainability, scalability, and operational simplicity.

  • Builds reusable platform capabilities rather than one-off application solutions.

  • Continuously improves the developer experience through automation and self-service tooling.

  • Supports secure, reliable software delivery through modern CI/CD practices.

  • Maintains high operational standards for production systems through monitoring, incident response, and continuous improvement.

  • Partners effectively with government stakeholders and application teams to ensure software meets security, availability, performance, and reliability requirements.

Required Qualifications

  • Hands-on production experience with AWS as a primary cloud provider.

  • Experience deploying and operating Kubernetes (Amazon EKS or equivalent).

  • Strong proficiency with Terraform (Terragrunt preferred).

  • Experience building and maintaining CI/CD pipelines using GitHub Actions, Jenkins, or similar platforms.

  • Strong Linux systems administration and shell scripting experience.

  • Working knowledge of networking fundamentals, DNS, TLS, load balancing, reverse proxies, and container networking.

  • Experience with containerization technologies including Docker and Kubernetes.

  • Experience troubleshooting production infrastructure and distributed systems.

  • Experience participating in production support and on-call rotations.

  • Ability to work effectively with engineering teams and government stakeholders.

Preferred Qualifications

  • Experience with Terragrunt in multi-account AWS environments.

  • Experience with Argo CD, GitOps workflows, or Argo Workflows.

  • Experience with HAProxy, OpenResty, NGINX, Envoy, or API gateway technologies.

  • Proficiency in Go, Python, Bash, or similar scripting languages.

  • Experience developing reusable GitHub Actions, composite actions, or self-hosted runners.

  • Experience integrating SAST, DAST, dependency scanning, and compliance automation into CI/CD pipelines.

  • Experience supporting federal systems, including ATO processes, FedRAMP, NIST 800-53, STIGs, or similar compliance frameworks.

  • Experience building internal developer platforms or "golden path" tooling that improves developer experience.

  • Experience with observability platforms such as Datadog, CloudWatch, Prometheus, or Grafana.
