Job Summary
You'll own the company's day-to-day relationship with four of MPBI's stakeholder programs: Environmental Programs, Air Force Environmental Programs, the Health Infrastructure Office (HIO), and FUDSMIS.
This is a hybrid role, splitting your time evenly between Business Analyst leadership and hands-on Program Management. On the BA side, you'll focus on delivering functional requirements, developing training and user documentation, supporting architecture documentation, and driving User Acceptance Testing (UAT) within sprint timelines. You will ensure the dashboards and reports we deliver actually solve the problem each program brought to us.
On the PM side, you own the program's Project Management reporting requirements. This means executing contract performance management, monthly status reporting, quality control, schedule/risk tracking, meeting coordination, and roadmap upkeep. Note: This role does not involve advisory or decision-making functions regarding program policy, strategic priorities, or resource allocation; all such decisions remain the strict responsibility of Government officials. You will balance these reporting and analysis tasks qualitatively across the four stakeholder groups, acting as the consistent face of the project for these stakeholders.
Location: Remote, anywhere within the contiguous United States (CONUS). No relocation required.

Duties
Business Analysis & Requirements Gathering (Core Focus):
Serve as the primary day-to-day point of contact for stakeholders across four distinct USACE stakeholder programs within the MPBI portfolio.
Translate business needs into clear, actionable functional requirements for the development team.
Produce, update, and maintain recurring project deliverables including training materials, user documentation, and architecture documentation support.
Plan and execute User Acceptance Testing (UAT) to ensure delivered solutions meet the government-approved “Definition of Done” within established sprint timelines.
Monitor help desk tickets and change requests, coordinate bug fixes, and help the team meet Service Level Agreement (SLA) response times (e.g., acknowledging requests within one business day).
Assist in resolving issues during development and study existing system documentation to provide guidance to users.
Project Management & Contract Reporting:
Fulfill the contract's Program Management reporting requirements, including the Monthly Status Report, Quarterly Capacity Planning Report, Risk Management Plan, and Agile Roadmaps.
Execute contract performance management, quality control, schedule/risk tracking, and meeting coordination for your assigned programs.
Track sprint progress, backlogs, and user stories in Azure DevOps (or current ALM tool).
Coordinate project meetings, prepare meeting agendas, develop briefing materials, and distribute meeting minutes within two business days.
Escalate all advisory matters, program policy questions, strategic prioritization, or resource allocation decisions to the Government COR/PM.
Facilitate knowledge transfer sessions and document technical processes to preserve organic technical knowledge for the client.
Act as scrum master for the program's agile development team(s), and lead all SAFe ceremonies, including quarterly Program Increment (PI) planning
Minimum Qualifications

Bachelor's degree in Business Administration, Information Systems, or a related field (equivalent hands-on experience considered in place of the degree).

Minimum of five (5) years of relevant experience as a Business Analyst, and demonstrated experience in Agile, waterfall, or hybrid project management, with the ability to tailor your approach to program needs.

Solid, demonstrated experience gathering and documenting business requirements, and writing user or training documentation in a professional services or federal environment.

Experience tracking deliverables, managing risks, and executing formal capacity planning or status reporting.

Familiarity with user acceptance testing (UAT) methodologies, data mapping, and gap analysis techniques.

Demonstrated experience with Agile delivery (sprints, backlogs, user stories).

Hands-on experience with Azure DevOps (ADO) or similar Application Lifecycle Management (ALM) tools.

Experience supporting federal clients, especially DoD or USACE business systems.
Preferred Qualifications

Certified Scrum Master (CSM).

Certification in Business Analysis (e.g., CBAP, CCBA) or related credentials.

PMP or CAPM or related credential

Familiarity with Microsoft Power Platform (Power BI, Power Apps) to better interface with the Data Analytics and Development teams.
