The Role

Design, develop, and test operating systems-level software, compilers, and network distribution software. Set operational specifications, and formulate and analyze software requirements. May design embedded systems software.

Newport News Shipbuilding’s Information Technology team is seeking an experienced Manager 2, IT Software Engineering to lead technology teams supporting critical business and engineering functions.

This role combines technical leadership, business acumen, cybersecurity awareness, and people leadership to deliver reliable technology solutions supporting Newport News Shipbuilding and its U.S. Navy customers.

Key Responsibilities

  • Lead multiple software, systems, and test engineering teams in delivering technology solutions from design through implementation and sustainment.

  • Provide leadership for key NNS applications, including SharePoint Online, SAP Finance, and NNS Access Control, ensuring solutions meet business, operational, cybersecurity, and customer requirements.

  • Drive Agile/SAFe, DevOps, and continuous-improvement practices to improve productivity, predictability, quality, and delivery.

  • Hire, coach, develop, and mentor employees while managing team operations, performance, and accountability.

  • Lead cross-functional and matrixed teams, including Business, Infrastructure, Configuration Management, Information Assurance, and business partners, to achieve organizational goals.

  • Build strong relationships across the organization, communicate effectively with senior leadership and technical teams, remove barriers, and align technology initiatives with strategic priorities.

Must Have

Bachelor's Degree and 6 years of progressive technical experience in research, engineering and design; Master?s Degree and 4 years of relevant experience

One of the following may be used as an equivalent to Bachelor's Degree for Information Technology Related Positions Only:

  • NNS Apprentice School graduate

  • Navy Nuclear Power School (NNPS) graduate

  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

  • Military Paygrade E-5 or above military experience

  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

  • A relevant professional certification can be substituted for a Bachelor's Degree.

  • Bachelor’s degree in Information Technology, Management Information Systems, Computer Science, or a related discipline, or equivalent education, training, and experience.

  • Six or more years of progressive technical and/or supervisory experience in software development, systems design, implementation, management, Agile, DevOps, or related technology disciplines; or a Master’s degree with four years of relevant experience.

  • Demonstrated ability to lead technical teams and work effectively across business and technology organizations.

Nice to Have

  • Strong technical foundation in software development, systems, applications, and enterprise technology, including SharePoint Online, SAP Finance, Access Control, or similar platforms.

  • Experience leading, coaching, and developing high-performing technical teams in cross-functional and matrixed environments.

  • Experience implementing and supporting large-scale enterprise systems through design, development, testing, implementation, and sustainment.

  • Knowledge of CMMC, cybersecurity, and security controls for computer-based and networked systems.

  • Experience with Agile/SAFe, DevOps, CI/CD, Test Automation, and process improvements that increase team productivity and predictability.

  • Strong communication and relationship-building skills with the ability to work effectively with senior leadership, business partners, and technical teams.
