Job Description

The Payroll Compliance Analyst is responsible for ensuring compliance with federal, state, local, union, and prevailing wage regulations across multiple business units. This role serves as the subject matter expert for prevailing wage administration, union payroll compliance, certified payroll reporting, California DIR requirements, wage determinations, fringe benefit calculations, and labor agreement administration.

Core Responsibilities

  • Prevailing Wage Administration

  • Review and interpret federal, state, and local prevailing wage determinations.

  • Maintain current knowledge of California DIR determinations and wage rate updates.

  • Analyze project requirements to determine applicable prevailing wage classifications and rates.

  • Calculate prevailing wage base rates, employer-paid fringe benefits, and supplemental wages.

  • Validate prevailing wage compliance for public works and government-funded projects.

  • Union Payroll Compliance

  • Interpret and administer collective bargaining agreements (CBA) and (PLA’s).

  • Validate union wage rates, benefit contributions, dues deductions, and working rules.

  • Ensure accurate calculation and remittance of union fringe benefit contributions.

  • Reconcile union reports and contributions to payroll records.

  • Support union audits and respond to requests for payroll records and supporting documentation.

  • Certified Payroll & Regulatory Reporting

  • Prepare and review Certified Payroll Reports (CPR).

  • Ensure compliance with Davis-Bacon, state prevailing wage, and project-specific reporting requirements.

  • Submit required compliance reports to government agencies and customers.

  • Maintain documentation supporting wage determinations, fringe calculations, and payroll reporting.

  • Payroll Compliance & Auditing

  • Conduct periodic audits of prevailing wage and union payroll transactions.

  • Review payroll earnings, labor distributions, and project coding for compliance.

  • Identify compliance risks and recommend corrective actions.

  • Develop and maintain payroll compliance procedures and internal controls.

  • Monitor payroll processes to ensure compliance with wage and hour laws.

  • Fringe Benefit Administration

  • Calculate employer-paid fringe benefit credits

  • Analyze fringe benefit costs and determine applicable hourly fringe credits.

  • Reconcile fringe calculations and ensure accurate allocation across projects and employees.

  • Support implementation and maintenance of prevailing wage calculation tools and systems.

You’ll thrive here if you have

  • Education

  • Bachelor's degree in Accounting, Finance, Human Resources, Business Administration, or related field preferred.

  • CPP (Payroll Certified Professional)

  • Equivalent experience may be considered in lieu of education.

  • Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP).

  • Experience with ADP Workforce Now, ADP Lyric, UKG, or similar payroll systems.

  • Experience with Certified Payroll software solutions.

  • Experience

  • Minimum 5 years of payroll experience.

  • Minimum 3 years specializing in prevailing wage and/or union payroll administration.

  • Experience with California DIR determinations and public works payroll compliance.

  • Experience preparing Certified Payroll Reports.

  • Experience supporting union audits and labor compliance reviews.

  • Multi-state payroll experience preferred.

  • Advanced Excel skills including formulas, lookups, and data analysis.

  • Ability to interpret complex labor agreements and regulatory guidance.

  • Strong attention to detail and organizational skills.

  • Excellent verbal and written communication abilities.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Compensation: 80,000-85,000 annually The expected salary range for the position is displayed in accordance with the state’s law. Final agreed upon compensation is based upon individual qualifications and experience.
