Job description

The Presales Engineer – ELV Systems supports business development and sales activities in Qatar by converting client, consultant, and tender requirements into technically compliant, commercially competitive, and practical solutions. The role is responsible for reviewing specifications and drawings, designing integrated ELV solutions, preparing cost estimates and technical submissions, coordinating with manufacturers and suppliers, and supporting presentations, clarifications, and negotiations. Proposed solutions must meet project requirements, relevant Qatar authority regulations, approved product standards, and the company’s commercial objectives.

Key Responsibilities

· Tender and enquiry review: Analyze RFQs, tender documents, specifications, drawings, BOQs, consultant requirements, and contractual scope to identify technical obligations, exclusions, risks, and opportunities.

· ELV solution design: Develop complete and integrated solutions for CCTV, access control, intrusion detection, structured cabling, data networks, intercom, public address and voice alarm, audio-visual, IPTV/SMATV, BMS, parking management, and other related systems.

· Authority compliance: Ensure security-system proposals comply with applicable Qatar Ministry of Interior Security Systems Department requirements and that fire and life-safety interfaces follow applicable Qatar Civil Defence requirements, project specifications, and approved standards.

· Technical documentation: Prepare system architectures, schematic diagrams, equipment schedules, datasheets, compliance statements, deviation lists, technical submittals, method narratives, and presentation materials.

· Estimation and quotation: Produce accurate BOQs, quantity take-offs, equipment selections, supplier comparisons, cost estimates, and technical inputs for commercial quotations.

· Vendor coordination: Obtain technical selections, certifications, lead times, warranty details, and competitive pricing from manufacturers, distributors, and approved suppliers.

· Client and consultant engagement: Attend meetings, site surveys, technical discussions, presentations, demonstrations, and value-engineering sessions with clients, consultants, main contractors, and end users.

· Bid support: Respond to technical clarifications, prepare tender addenda, support negotiations, and assist the sales team through award and technical handover.

· Design coordination: Coordinate with MEP, ICT, architectural, civil, and project teams to verify interfaces, containment, power, network, rack, control-room, and integration requirements.

· Commercial and technical optimization: Recommend compliant alternatives and value-engineered solutions that improve competitiveness without compromising performance, quality, or authority approval requirements.

· Handover to projects: Transfer the approved scope, design basis, quotations, assumptions, exclusions, vendor commitments, and key risks to the execution team after award.

· Market development: Maintain current knowledge of Qatar market requirements, authority procedures, consultant expectations, emerging ELV technologies, competitor solutions, and vendor portfolios.

Typical Requirements

· Education: Bachelor’s degree or diploma in Electrical, Electronics, Telecommunications, Computer Engineering, Information Technology, or a related discipline.

· Experience: Typically 1–3 years of relevant ELV presales, estimation, design, or technical sales experience; Qatar or GCC project experience is preferred.

· Qatar regulatory knowledge: Practical understanding of applicable MOI Security Systems Department requirements for CCTV and security systems, as well as Qatar Civil Defence requirements where fire alarm or life-safety interfaces are included.

· Technical capability: Strong knowledge of IP-based ELV systems, networking fundamentals, PoE, VLANs, bandwidth and storage calculations, camera coverage, access-control architecture, copper and fibre cabling, system integration, and redundancy concepts.

· Design and estimation tools: Proficiency in Microsoft Office and AutoCAD; experience with estimation tools, vendor configuration software, Visio, and BIM/Revit is an advantage.

· Documentation: Ability to interpret technical specifications and drawings and independently prepare BOQs, compliance statements, technical proposals, equipment schedules, and submittals.

· Communication: Strong written and spoken English, with effective presentation, negotiation, and stakeholder-management skills; Arabic is an advantage.

· Commercial awareness: Ability to balance compliance, performance, availability, lead time, lifecycle cost, and margin when developing solutions.

· Local requirements: Current availability in Qatar, a transferable work status or NOC where required, and a valid Qatar driving licence are preferred depending on business needs.

· Professional attributes: Strong analytical ability, accuracy, initiative, organization, time management, and the capacity to manage multiple tenders under tight deadlines.
