Job description
This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Product Owner / Business Analyst based in the United States.
The Product Owner / Business Analyst will serve as a critical link between business stakeholders and Agile delivery teams supporting a federal healthcare initiative.
This role translates complex business objectives, healthcare workflows, and government requirements into clear product direction and actionable delivery priorities.
You’ll own the product backlog, develop detailed user stories, and help guide features from discovery through release.
The position offers significant exposure to healthcare interoperability, EDI transactions, federal compliance, and modern Agile delivery practices.
You’ll collaborate with clinical stakeholders, subject matter experts, developers, testers, security teams, and agency partners to deliver effective solutions.
Success requires strong analytical judgment, communication skills, and the ability to navigate complex technical and regulatory environments.
This is a fully remote opportunity open to candidates residing within the continental United States.
Accountabilities
Establish and maintain a product vision and roadmap aligned with agency objectives, mission priorities, federal requirements, and modernization initiatives.
Translate federal healthcare policies, priorities, and programs into actionable product requirements and backlog items.
Ensure product direction aligns with enterprise architecture, data governance, interoperability standards, security requirements, and accessibility expectations.
Own, manage, and prioritize the product backlog according to business value, compliance obligations, stakeholder priorities, and urgency.
Develop detailed user stories and acceptance criteria covering complex federal healthcare workflows, including referrals, scheduling, RFS processes, and EDI transactions.
Ensure backlog items satisfy Definition of Ready and Definition of Done standards, including appropriate security and accessibility considerations.
Act as the primary liaison between business owners, subject matter experts, clinical stakeholders, and technical delivery teams.
Facilitate communication across technical and non-technical stakeholders while managing expectations and resolving requirements-related questions.
Ensure product features and releases meet HIPAA, Section 508, agency-specific security controls, and other applicable compliance requirements.
Coordinate with teams responsible for related products and systems across the broader enterprise portfolio.
Support healthcare interoperability capabilities and workflows involving standards such as HL7, FHIR, and EDI 278/275/217.
Lead and participate in backlog refinement, sprint planning, sprint reviews, release planning, and other Agile ceremonies.
Review completed functionality against approved acceptance criteria and business requirements before release.
Coordinate with development, testing, security, and change management teams to ensure releases are properly tested, documented, and approved.
Identify opportunities to improve access to services, reduce administrative complexity, and enhance the overall quality and efficiency of service delivery.
Take on additional responsibilities as needed to support project objectives and successful delivery.
Requirements
Bachelor’s degree in Computer Science, Information Technology, Business, or a related discipline.
At least 8 years of professional analyst experience.
Demonstrated experience working as a Product Owner and/or Business Analyst within Agile software delivery environments.
Strong knowledge of SAFe and Agile methodologies, including backlog management, user story development, refinement, sprint planning, and release planning.
Demonstrated expertise with Electronic Data Interchange (EDI), including hands-on experience analyzing, interpreting, and validating EDI data within complex enterprise workflows.
Strong understanding of software development and product delivery lifecycles, including requirements gathering, analysis, documentation, validation, and release processes.
Experience translating complex business challenges into practical, actionable product requirements and solutions.
Strong analytical, critical-thinking, and problem-solving capabilities.
Excellent written and verbal communication skills, with the ability to work effectively with technical and non-technical stakeholders.
Strong organizational skills and the ability to manage competing priorities across multiple stakeholders and delivery teams.
Familiarity with healthcare interoperability standards and workflows, including HL7, FHIR, and EDI 278/275/217.
Experience working with HIPAA, Section 508 accessibility requirements, federal security controls, and government compliance standards is highly valued.
Experience supporting the Department of Veterans Affairs or other federal government agencies is preferred.
SAFe Product Owner/Product Manager (POPM) certification is preferred.
Ability to obtain required government clearance.
Must reside within the continental United States.
Must be able to complete required fingerprinting at a government facility and successfully undergo a background check.
