Position Overview

We are seeking an experienced Product Owner / Project Manager to lead the upgrade of the Unique ID (UID) application from Version 11 to Version 2026 for the Texas Education Agency.

The successful candidate will work closely with business stakeholders, technical teams, leadership, and a third-party software vendor to manage requirements, priorities, project delivery, testing, implementation, documentation, and post-go-live stabilization.

IMPORTANT REQUIREMENT

Candidates MUST have prior experience working with an Education client/organization.

Experience with the Texas Education Agency (TEA), Texas Student Data System (TSDS), Texas education data collections, or other K-12 education systems is highly desirable.

Key Responsibilities

Manage project scope, schedules, priorities, milestones, risks, issues, and dependencies.
Serve as the primary liaison between business stakeholders, technical teams, leadership, and the software vendor.
Provide regular project status updates to leadership.
Review the existing UID application and document business and technical requirements.
Identify opportunities to modernize the application and improve business processes.
Develop and maintain user stories, acceptance criteria, workflows, and product documentation.
Prioritize requirements and ensure solutions align with business objectives.
Coordinate System Integration Testing (SIT) and User Acceptance Testing (UAT).
Track defects and coordinate with technical teams and vendors through resolution.
Manage implementation readiness, production deployment, and post-go-live stabilization.
Document current-state and future-state workflows, system functionality, and operating procedures.
Develop training materials and support user onboarding and knowledge transfer.
Coordinate activities across multiple stakeholders and project teams.

Required Qualifications

8+ years of Product Ownership experience, including requirements management, prioritization, and solution delivery.
8+ years of Project Management experience managing complex projects with multiple stakeholders, timelines, and deliverables.
8+ years of experience with software documentation, including software issues, release notes, technical guides, or similar documentation.
8+ years of vendor coordination experience, including managing deliverables, activities, and issue resolution with external vendors.
8+ years of experience collaborating with cross-functional teams.
Excellent written and verbal communication skills.
Strong attention to detail and documentation skills.
Experience providing training and support to team members or end users.
Strong customer service and stakeholder management skills.
MUST have Education client experience.

Preferred Qualifications

Experience with the Texas Student Data System (TSDS).
Experience with Texas education data collections.
Experience working with Texas Education Agency or similar state education organizations.
Strong technical writing experience.
Experience with education/student data systems.

Ideal Candidate

The ideal candidate will be an experienced Product Owner / Project Manager who has worked on enterprise application upgrades or modernization initiatives within the Education sector.

Candidates with experience in state education agencies, K-12 organizations, school districts, student data systems, TSDS, or Texas Education Agency projects are strongly encouraged to apply.
