Position Summary
The Project Accountant is responsible for the financial administration of assigned construction projects, ensuring accurate job costing, billing, and compliance with contract and regulatory requirements. This role works closely with project managers, payroll, and accounts payable to maintain the financial integrity of federal and commercial construction contracts, including compliance with Davis-Bacon prevailing wage requirements and FAR-based reporting obligations.
Key Responsibilities

Maintain job cost ledgers for assigned projects; track budgets, committed costs, and actual costs by cost code

Prepare and submit monthly Applications for Payment (AIA G702/G703) and reconcile against contract schedules of values

Review and process subcontractor and vendor invoices for accuracy, lien waiver compliance, and retainage tracking

Support certified payroll reporting (WH-347) and Davis-Bacon compliance in coordination with payroll and HR

Reconcile project cost reports monthly; investigate and resolve cost variances with project managers

Track and report on change orders, ensuring proper cost and revenue recognition

Assist with monthly revenue recognition using the percentage-of-completion method

Prepare project-level financial reports for management and ownership review

Maintain accurate contract files, including bonds, insurance certificates, and compliance documentation for federal contracts

Support external audits, bonding company reviews, and government compliance reviews as needed

Assist accounts payable with vendor reconciliations and dispute resolution

Ensure compliance with FAR, state, and federal regulations applicable to government construction contracts
Qualifications
-
Bachelor's degree in Accounting, Finance, or related field (or equivalent experience)

3+ years of accounting experience in construction, preferably with government/federal contracts

Familiarity with the Davis-Bacon Act, certified payroll requirements, and FAR compliance a strong plus

Proficiency in QuickBooks Desktop (or similar construction accounting software) and Excel

Understanding of job costing, percentage-of-completion accounting, and AIA billing formats

Strong attention to detail and ability to manage multiple projects and deadlines

Excellent communication skills for cross-functional work with project managers, field staff, and vendors

Experience with multi-state payroll/compliance environments

Experience supporting VA or other federal agency construction contracts
