Project Manager

Role Description

The projevt Manager Civil Engineer is a full-time, on-site role based in the Riyadh Region. This role is responsible for managing the end-to-end bidding process for civil engineering projects, including reviewing tender documents, analyzing technical requirements, and coordinating the preparation of detailed proposals. The project Manager Civil Engineer collaborates with engineering, procurement, finance, and project management teams to develop accurate cost estimates, timelines, and resource plans. Daily tasks include preparing technical and commercial bids, tracking bid status and deadlines, communicating with clients and consultants for clarifications, and ensuring all submissions comply with company standards and regulatory requirements. The role also involves maintaining a database of bids, monitoring market opportunities, and contributing to continuous improvement of bidding strategies and templates.

Qualifications

• Strong civil engineering background with experience in infrastructure, building, or related construction projects.

• Proficiency in bid and tender management, including reviewing RFPs/RFQs, preparing technical proposals, and developing cost estimates.

• Ability to interpret engineering drawings, specifications, and contract documents, and translate them into accurate bids.

• Solid knowledge of project planning, budgeting, and risk assessment for civil works.

• Excellent analytical, numerical, and problem-solving skills to evaluate project feasibility and competitiveness.

• Effective written and verbal communication skills for preparing bid documentation and coordinating with internal and external stakeholders.

• Strong organizational and time management skills to handle multiple bids, tight deadlines, and changing priorities.

• High level of attention to detail and accuracy in documentation, calculations, and compliance checks.

• Proficiency with MS Office (Excel, Word, PowerPoint) and common engineering or estimating software; experience with tender portals is an advantage.

• Bachelor’s degree in Civil Engineering or a closely related discipline; professional certification or membership in an engineering body is a plus.

• Relevant experience in bidding, tendering, or proposals within the construction or civil engineering sector in the GCC region is preferred.

• Ability to work on-site in the Riyadh Region and collaborate effectively in a multidisciplinary team environment.
