Project Manager (Water Transmission & Water/Wastewater Treatment)

Job description

ILF Consulting Engineers is seeking an experienced Project Manager – Water Transmission & Water/Wastewater Treatment to lead the successful delivery of complex water infrastructure projects across Saudi Arabia. The role is responsible for managing the full project lifecycle, from feasibility studies and design through procurement, construction support, commissioning, and project close-out. The successful candidate will oversee multidisciplinary teams, manage project performance, engage with clients and authorities, and ensure delivery of projects within scope, schedule, budget, quality, and HSE requirements. Strong experience delivering water-sector projects in Saudi Arabia is essential.

Qualification

• Bachelor’s degree in Civil, Mechanical, Electrical, Environmental, Chemical, or Process Engineering.

• PMP, PRINCE2, or equivalent project management certification is strongly preferred.

• Minimum 15 years of professional experience in engineering consultancy, project management, owner’s engineer, technical advisory, or construction supervision environments.

• Minimum 10 years of experience leading multidisciplinary teams on complex infrastructure projects.

• Proven experience delivering water transmission, potable water, wastewater, and treatment projects across various project phases.

• Strong recent experience delivering water-sector projects in Saudi Arabia for major utilities, government entities, public-sector developers, or institutional clients.

• Demonstrated experience managing project scope, schedule, cost, quality, risk, contracts, stakeholder engagement, and project controls.

• Strong understanding of transmission hydraulics, pumping stations, reservoirs, surge control systems, treatment processes, and associated infrastructure.

• Experience with Saudi procurement processes, permitting requirements, authority coordination, and regulatory approvals.

• Proven ability to engage effectively with government authorities, municipalities, utilities, and senior client stakeholders in Saudi Arabia.

• Proficiency with Primavera P6 and/or Microsoft Project, together with strong project controls and reporting capabilities.

• Excellent leadership, stakeholder management, negotiation, presentation, and report-writing skills.

• Excellent English communication skills; Arabic is highly desirable.
