Proposals and Tendering Engineer

Proposal & Tender Preparation

• Review and analyze RFQs, RFPs, ITTs, tender documents, specifications, drawings, BOQs, and scope of work.

• Prepare technical and commercial proposals in line with customer requirements.

• Develop BOQs/BOMs, cost estimates, pricing, quotations, and bid summaries.

• Prepare technical compliance statements, deviations, exclusions, assumptions, and clarifications.

• Coordinate with engineering, procurement, sales, project management, finance, and vendors to obtain required inputs.

• Request and evaluate supplier/subcontractor quotations.

• Ensure proposals are accurate, competitive, compliant, and submitted within deadlines.

• Support customer technical clarifications, negotiations, presentations, and post-bid activities.

Prequalification / Vendor Registration

• Manage prequalification (PQQ/PQ) submissions for clients, consultants, contractors, and government/industrial organizations.

• Prepare and submit prequalification documents in accordance with client requirements.

• Manage vendor registration and classification with relevant Kuwait clients and organizations.

• Compile company profile, financial information, certifications, licenses, HSE documents, QA/QC records, technical capabilities, equipment details, and project references.

• Prepare project reference sheets and relevant experience documentation.

• Coordinate with HR, Finance, HSE, QA/QC, Operations, and Management to obtain supporting documents.

• Monitor prequalification status, approvals, expiry dates, and renewal requirements.

• Maintain an updated database of approved clients, contractors, consultants, and vendor registrations.

• Monitor tender announcements, submission deadlines, addenda, clarifications, and amendments.

• Coordinate with local partners, suppliers, subcontractors, and stakeholders for Kuwait-based tenders.

• Maintain records of tender submissions, bid bonds, supporting documents, clarifications, and tender outcomes.

Desired Candidate Profile

• Bachelor’s/Diploma degree in Mechanical, Electrical, Civil, Instrumentation, or another relevant engineering discipline.

• 5–15 years of experience in proposal engineering, estimation, tendering, prequalification, project engineering, or a related field.

• Kuwait experience is preferred, with proven exposure to local tendering and prequalification procedures.

• Experience dealing with K-Company and CAPT will be an advantage.

• Strong knowledge of MS Excel, Word, PowerPoint, and document management.

• Ability to read and understand technical drawings, specifications, and tender documents.

• Strong technical writing, analytical, coordination, communication, and negotiation skills.

• Experience with client/vendor portals and online tender platforms is an advantage.
