Job description

We are seeking an experienced Quantity Surveyor with strong expertise in cost claims, variation assessment, and contract administration within the construction or engineering industry.

The successful candidate will identify contractual entitlements, prepare substantiated claims, evaluate the financial impact of project changes, and support commercial negotiations. The role requires sound contractual knowledge, accurate cost analysis, and effective coordination with project, contracts, and legal teams to protect the company’s commercial interests.

Key Responsibilities

Claims Preparation and Submission

  • Review project events, contract provisions, correspondence, and supporting records to identify claimable events and associated cost impacts.

  • Prepare detailed cost claims with clear contractual justification, calculations, and supporting evidence.

  • Submit claims within contractual deadlines and respond to queries from clients and consultants.

  • Track claim status from identification and submission through assessment, negotiation, and settlement.

Variations and Contractual Entitlements

  • Evaluate design changes, revised scope, site instructions, unforeseen conditions, and other events affecting project costs.

  • Assess entitlement to additional payment in accordance with the relevant contract provisions.

  • Prepare quantity take-offs, measurements, rate build-ups, and detailed cost assessments to substantiate variations.

  • Coordinate with site teams, planning, engineering, and procurement to obtain accurate information and supporting records.

  • Review subcontractor variation submissions and identify discrepancies, unsupported costs, or potential commercial exposure.

Contract Administration and Risk Management

  • Review contract terms to identify notification requirements, submission deadlines, and conditions affecting commercial recovery.

  • Prepare and coordinate contractual notices and claim-related correspondence with the Contracts and Legal Departments.

  • Monitor deadlines to prevent time-barred claims and preserve the company’s contractual rights.

  • Advise project teams on potential contractual risks, claimable events, and documentation requirements.

  • Support practical measures to mitigate commercial exposure and protect project profitability.

Negotiation and Stakeholder Coordination

  • Lead or support discussions with clients, consultants, and subcontractors regarding claims, variations, and commercial settlements.

  • Present clear contractual and financial justifications during negotiations.

  • Support the resolution of disputed items while maintaining professional stakeholder relationships.

  • Coordinate with Legal and Contracts teams to ensure consistency between commercial submissions and the company’s contractual position.

Documentation and Reporting

  • Maintain accurate registers of claims, variations, notices, correspondence, and settlement status.

  • Organize cost records, site instructions, drawings, quotations, measurements, and other evidence required to support submissions.

  • Prepare regular reports highlighting outstanding claims, pending variations, contractual deadlines, and commercial risks.

  • Maintain complete records for audits, dispute resolution support, and project closeout.

Qualifications and Experience

  • Bachelor’s degree or diploma in Quantity Surveying, Civil Engineering, Mechanical Engineering, or a related discipline.

  • Minimum 6 years of relevant experience, with 6–10 years preferred, in quantity surveying or contract administration within the construction or engineering industry.

  • Proven experience preparing cost claims, evaluating variations, assessing contractual entitlements, and supporting commercial negotiations.

  • Experience working on medium- to large-scale projects in a contractually intensive environment.

  • Strong understanding of construction contracts, notification provisions, valuation principles, and claims substantiation.

  • Experience supporting dispute resolution and coordinating with contracts or legal teams.

  • GCC construction experience is an advantage.

  • Professional membership or qualifications in quantity surveying, commercial management, or contract administration are an advantage.

Required Skills

  • Strong quantity measurement, cost analysis, and rate build-up skills.

  • Ability to interpret contracts, drawings, specifications, and project correspondence.

  • Excellent analytical, negotiation, and problem-solving skills.

  • Strong written English and the ability to prepare clear contractual correspondence and technical submissions.
