Retirement Compliance Manager

SUMMARY:

Responsible for leading and overseeing the System’s compliance and internal audit activities. The position provides objective analysis, evaluations, and recommendations to the Executive Officer and Board regarding compliance, internal controls, employer reporting, and audit activities. The position also manages and supervises Retirement Compliance Analysts and ensures audit activities are conducted accurately, timely, and in accordance with applicable statutes, policies, procedures, and regulatory requirements.

DUTIES & RESPONSIBILITIES:

Under general supervision of the Executive Officer, the Retirement Compliance Manager manages the System’s audit function and provides management and supervision of Retirement Compliance Analysts. The position:

· Manages the day-to-day operations of the Audit division, including establishing priorities, coordinating assignments, monitoring workload, and ensuring timely completion of compliance reviews and related activities.

· Supervises Retirement Compliance Analysts, including assigning and reviewing work, establishing performance expectations, providing technical guidance and training, evaluating performance, and supporting staff development.

· Coordinates, conducts, and oversees complex compliance reviews and audits of participating employers and PERS operations to ensure compliance with applicable state and federal laws, regulations, Board policies, procedures, and internal controls.

· Reviews the work of Retirement Compliance Analysts for accuracy, completeness, documentation, and consistency, and provides guidance on complex employer reporting, eligibility, compensation, contribution, and benefit-related issues.

· Researches and interprets PERS statutes, regulations, policies, procedures, financial transactions, and business practices to identify compliance issues and support audit findings and recommendations.

· Oversees and tracks employer, benefit, beneficiary, vendor, and other compliance audits and reviews, ensuring findings and required follow-up activities are appropriately addressed.

· Prepares the annual compliance audit plan, monitors departmental workload and performance, identifies trends and risks, and recommends or implements corrective actions and process improvements.

· Develops and improves compliance procedures, processes, and internal controls to promote consistency, efficiency, accuracy, and effective risk management.

· Communicates audit findings, compliance concerns, recommendations, and corrective actions to management, participating employers, government agencies, and other appropriate stakeholders.

· Provides operational and project support related to compliance and benefit administration initiatives and performs other related managerial, supervisory, analytical, and compliance duties as assigned.

SKILLS & ABILITIES:

Working knowledge of NRS Chapter 286, PERS policies and procedures, applicable federal and state laws and regulations, and principles and practices of retirement benefit administration. Knowledge of retirement eligibility, benefit and service credit calculations, recordkeeping practices, compliance and audit principles, and pension administration and standard business software. Working knowledge of supervisory practices, including employee selection, training, performance management, and discipline.

Ability to evaluate compliance audit findings and recommendations; manage multiple compliance activities and priorities; develop and implement policies, procedures, and standards; and assess the impact of legislative and regulatory changes. Ability to provide technical guidance to management, staff, employers, and the public; exercise sound judgment; perform benefit-related calculations; and communicate clearly and effectively, both orally and in writing.

EDUCATION & EXPERIENCE:

Graduation from accredited college of university and three years of professional level auditing or accounting experience involving analyzing financial information and making recommendations based upon that analysis; OR two years of work experience as a Retirement Compliance Analyst II; OR two years of work experience as Retirement Specialist Manager I or II, OR the equivalent combination of education and experience.

SALARY AND BENEFITS:

The position is the equivalent of a Grade 38 in classified services, which has an annual salary of $73,310 to $109,641 (employee/employer paid retirement) based upon experience and qualifications. Benefits include paid holidays, annual leave, sick leave, and health insurance.
