Remote within Canada, with travel to New Brunswick at least once per month

About the Opportunity

The Department of Health is seeking experienced

Clinical Business Analysts specializing in Business Intelligence (BI)

to support the Provincial Clinical Information Solution (CIS) Program, also known as the

Symbio Program

.

New Brunswick is undertaking a significant healthcare transformation by moving from multiple standalone hospital information systems toward a unified, standardized, and integrated Clinical Information Solution. Business Intelligence will serve as a foundational component of this transformation, enabling consistent, data-driven decision-making across clinical, operational, and administrative domains.

The Clinical Business Analyst โ€“ Business Intelligence will act as a key liaison between clinical, technical, operational, business, and administrative stakeholders across the provincial healthcare system.

Key Responsibilities

The successful candidate will work closely with the CIS Business Intelligence Lead, Symbio Program team members, Subject Matter Experts (SMEs), clinicians, health administrators, and technical stakeholders to:

  • Collaborate with clinical, operational, technical, and business stakeholders to understand business needs and BI requirements.

  • Facilitate stakeholder workshops and co-facilitate sessions to gather, refine, validate, and document requirements.

  • Document

    current-state and future-state workflows

    , including clinical, operational, data, reporting, and business processes.

  • Identify and document data sources, reporting sources, data dependencies, and information flows.

  • Translate complex clinical, operational, and business needs into structured, implementation-ready requirements.

  • Develop business requirements documentation, functional specifications, use cases, user scenarios, and user stories.

  • Define and document reporting specifications, analytics frameworks, KPIs, indicators, dashboard requirements, business rules, data dictionaries, and standardized terminology.

  • Support the development of Objectives and Key Results (OKRs), performance indicators, metrics, and reporting frameworks.

  • Elicit and validate requirements for BI tools, dashboards, visualizations, analytics, and reporting solutions.

  • Facilitate consensus among multiple stakeholder groups regarding standardized workflows, terminology, reporting requirements, performance measures, and business processes.

  • Lead and support quality assurance activities, including unit testing, user acceptance testing (UAT), data validation, and testing documentation.

  • Maintain requirements traceability logs and ensure requirements are tracked throughout the project lifecycle.

  • Meticulously document stakeholder discussions, decisions, risks, dependencies, issues, logs, and registers.

  • Monitor progress against plans and identify potential risks and dependencies.

  • Prepare and deliver presentations, briefings, and documentation for executives, clinicians, business stakeholders, and technology teams.

  • Support stakeholder review processes and obtain appropriate approvals and sign-offs.

  • Collaborate with regional health authorities, Service New Brunswick, Department of Health, and other healthcare stakeholders.

  • Support the planning and implementation of the Clinical Information Solution data ecosystem.

Requirements

Mandatory Qualifications

Candidates

must clearly demonstrate all of the following mandatory requirements

M1 โ€“ Education and Business Intelligence Experience

  • University degree in

    Healthcare, Business Administration, Information Technology

    , or a related discipline;

  • AND direct experience performing

    Business Intelligence work

    , including:

  • Identifying and gathering BI requirements;

  • Developing dashboard requirements;

  • Developing reporting tools and reporting specifications.

Equivalent combinations of education and directly relevant Business Intelligence experience will also be considered.

M2 โ€“ Canadian Healthcare and Digital Health Experience

  • Minimum

    10+ years of progressive Canadian experience

    in hospital and/or digital health environments.

  • Experience supporting one or more of the following:

  • Large-scale Clinical Information System (CIS) implementations;

  • Digital health transformation programs;

  • Provincial healthcare modernization initiatives;

  • Regional health system modernization initiatives.

Candidates must demonstrate direct experience working within complex Canadian healthcare environments.

M3 โ€“ Clinical and BI Requirements Expertise

Minimum

8+ years of demonstrated experience

translating complex clinical, operational, and business requirements into structured and implementation-ready requirements within a Business Intelligence environment.

Experience must include:

  • Reporting specifications;

  • Analytics frameworks;

  • KPI definitions;

  • Performance indicators;

  • Dashboard requirements;

  • Data visualization requirements;

  • Standardization of data dictionaries;

  • Business rules;

  • Clinical and business terminology;

  • Data definitions;
