This is a grant-funded position.

Position Overview:

Under the supervision of the DevOPS Manager of the Operation and Technology Services Office, the Senior Data Engineer is responsible for building and maintaining data pipelines and collection systems at Harris County Public Health. The Senior Data Engineer will oversee data integration work, develop data models, maintain a data warehouse that support efficient data analysis and reporting. The Senior Data Engineer will provide technical guidance to others and recommend system improvements.

Duties and Responsibilities:

Maintain and build out data warehouse and analytics environment.
Develop data pipelines, collection systems, and data models that support data analysis and reporting needs.
Research ways to improve data collection and processing.
Collaborate with data analytics teams across Harris County Public Health to provide efficient and relevant datasets.
Share knowledge to compliment team-wide expertise.
Communicate project status, risks, milestones, and assigned roles and responsibilities to cross-departmental stakeholders.
Other duties as assigned include special tasks involved in responding to an emergency event.

Requirements

Education:

Bachelor's degree in computer science, information systems or a related field

Experience:

8 (eight) years of experience in database administration.
5 (five) years of experience with Stored Procedures, advanced query functions like Common Table Expressions, Pivots, etc. and other advanced RDBMS tasks
5 (five) years of experience with SSIS.
3 (three) years of experience practicing agile principles.
3 (three) years of working with HIPAA protected data.

Knowledge, Skills and Abilities:

Strong SQL skills and database architecture.
In-depth understanding of IT security and how to handle health protected data.
Demonstrate strong problem-solving skills to analyze issues, identify root causes, and develop effective solutions to overcome challenges that may arise during the project.
Be skilled in managing time efficiently, setting priorities, and meeting project deadlines.
Foster a collaborative and inclusive work environment, encouraging teamwork and knowledge sharing among project team members.

Experience:

Experience in Azure and Snowflake platforms.
Experience working with HL7 Data.
Experience in business reporting.
Experience with PowerBI.

General Information

Position Type, and Typical Hours of Work:

Full-Time | Grant-Funded Position
Monday – Friday | 8 am – 5 pm
Hours may vary based on the business needs of the department or task requirements .
May require periodic overnight travel and long hours/overtime during emergencies/disasters.

Work Environment:

This job operates in a professional office environment.
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
May require travel.

Physical Demands:

This is primarily a sedentary position.
