Description:
Minimum Qualifications

4–7 years of experience in Data management, data analytics, data engineering, or related fields.

Demonstrated Product leadership skills and ability to work in ambiguity.

Strong understanding of data systems: pipelines, warehousing, modeling, metadata, governance.

Proficiency in collaborating with data Architecture, data engineering, and data science teams.
-
Ability to translate complex technical concepts into business-friendly language.

Strong communication, prioritization, and stakeholder management skills.

Experience with analytics tools (dbt, Looker, Tableau, Power BI, Google Analytics).

Understanding of large organizational data sharing constraints and data sharing agreements.

Experience with SQL, data lakes, data and data pipelines / ETL.

Significant experience with Databricks.

Familiarity with Java and Python.

Background in building internal platforms or developer facing products.

Experience in implementing modern data architectures at an organization.

Experience in a highly regulated industry performing statistical analysis and reporting.
Desired Qualifications:

Experience working with state government agencies, especially in environments involving regulated data, inter‑department data sharing, and compliance-driven reporting.

Proven ability to lead modernization of legacy systems, including migration from mainframe or siloed data environments into cloud-based data lakes and curated enterprise datasets.

Strong background in enterprise data governance frameworks, including metadata standards, lineage, quality controls, and stewardship models supporting trusted and reusable data assets.

Experience defining and delivering scalable internal data products such as semantic layers, shared data models, governed APIs, or developer-facing data platforms.

Demonstrated ability to align technical and policy stakeholders across data engineering, analytics, business operations, and program leadership to drive unified data strategy and adoption.

Familiarity with privacy, compliance, and regulated reporting requirements relevant to human services, youth programs, or public-sector data environments (e.g., HIPAA, FERPA, state-specific data protections).
