The EL1 Mobile App Developer (Labour Hire) is accountable under broad direction to undertake very complex work that delivers quality outcomes across the functions of the NDIA. The position will exercise a considerable degree of independence to engage in complex problem solving and issues management within the functions. The position will exercise sound decision-making and judgement to produce senior level advice and support. The EL1 Mobile App Developer (Labour Hire) is required to collaborate with key business stakeholders and our local technical team to enhance and support the development of projects within the NDIA project teams. The position is responsible for actively managing key internal stakeholder relationships
The Digital Delivery and Integration Branch (DDI) deliver and supports critical digital products, platforms and integration services that enable the NDIA to provide accessible, secure and reliable digital services for participants, providers and partners. The branch is responsible for the delivery, enhancement and ongoing operation of key digital channels, including the NDIS mobile application, digital portals, integration services and supporting application programming interface (API) capabilities. The National Disability Insurance Agency (NDIA) is an independent statutory agency that is responsible for implementing the National Disability Insurance Scheme (NDIS), which will support a better life for hundreds of thousands of Australians with a significant and permanent disability and their families and carers. Key duties and responsibilities
Responsibilities of the role include but are not limited to:

Designing, building, deploying, and supporting the Agency’s mobile applications, systems, and integrations.

Ensuring that all solutions adhere to integration best practices and NDIA architectural principles and are well documented.

Collaborating with business stakeholders to achieve desired outcomes.

Play a key role in our project team, using an agile development framework.

Actively participate in code reviews – both as the reviewer and the reviewee to ensure coding quality and standards are maintained.

Ensuring that any software produced meets the agency's security requirements and standards.

Ensuring that any software produced meets accessibility expectations.

Collaborating with Business Analysts, Project Leads, and other IT teams to resolve issues to ensure solutions are viable and fit for purpose.

Collaborate closely with the Quality Assurance team to ensure effective test coverage early in the development cycle utilising a shift-left approach

Ensuring that solutions are pragmatic, value for money, and deliver on their intended purpose.

Essential criteria
-
Extensive experience developing and releasing mobile applications on both Android and iOS using React Native (Typescript), with a strong preference for Expo experience. Also, a proven track record of bridging React Native to the native layer (Kotlin, Java, Swift and Objective-C) ideally utilising Expo modules.

Experience maintaining and ensuring quality in large codebases, understanding complex problems and producing easy to read and understandable code.

Proficient developing mobile apps to meet high accessibility standards, such as Apple’s and Google’s accessibility guidelines and WCAG 2.1

Ability to write automated unit, component, integration and functional tests. Must be able to work closely with QA teams to facilitate integration and end-to-end testing of complex systems.

Experience integrating with various back-end APIs (using REST and GraphQL) and services. Including internal APIs, as well as services for authentication and performance/metric tracking.

Experience converting UI designs into Mobile app components and working with UI/UX designers to achieve a unified vision.
Desirable criteria

Experience in the effective use of AI tooling, using processes like spec-driven development.

Expertise using DevOps practices, including creating/updating CI/CD pipelines with GitHub and tooling such as Artifactory and HashiCorp Vault. Some experience developing back-end systems, in a variety of languages like Golang and JavaScript/TypeScript. This includes experience with container technologies like Docker and Kubernetes with Helm.

Ability to work across all stages of the SDLC, including creating technical designs, developing and deploying code, performing code reviews, and the long-term maintenance of code.

Demonstrated ability and willingness to participate in after-hours on-call rosters to support critical business operations.
