Key Responsibilities

• Code & System Analysis: Analyze existing source code and applications to produce technical documentation, business process flows, system flowcharts, and business rules.

• Architecture & Workflows: Establish programming sequences and workflow diagrams based on technical requirements, system architecture, and core business logic.

• Data Mapping: Generate data mapping documentation, data models, and detailed specifications for relational data structures.

• Artifact Delivery: Produce and deliver required project work products and technical artifacts in alignment with business objectives and project schedules.

• Stakeholder Collaboration: Collaborate closely with cross-functional team members, technical staff, and project stakeholders.

• Project Tracking: Understand and adhere strictly to established project timelines, deliverables, and priorities.

• General Engineering: Perform additional programming, software development, and technical analyst duties as assigned.

Mandatory Qualifications (Pass / Fail)

• Experience & Leadership: Level III — 7+ years of experience working on complex software development projects, including 2+ years in a developer lead or technical leadership role.

• Full Stack Development: 15+ years implementing software solutions and frameworks across the technology stack, featuring hands-on development experience in object-oriented programming (Java, J2EE, Spring Boot, C#, .NET Framework, .NET Core), Web Services, and Web Application development.

• Domain Experience: 3+ years of experience working within an Integrated Eligibility System (IES) Program across Health and Human Services (HHS) workstreams, including direct experience with Fair Hearings processes.

Additional Qualifications

• SQL & Stored Procedures: 10+ years of experience analyzing, debugging, and tuning SQL queries, stored procedures (e.g., PL/SQL), and managing relational database systems (Oracle, SQL Server, MySQL).

• Frontend & JavaScript Frameworks: 5+ years of experience building web applications using JavaScript/TypeScript with frameworks such as React, Angular, Node.js, or jQuery.

• Java Enterprise Development: 5+ years of experience developing, building, and testing Java EE applications using modern IDEs.

• Modern .NET Engineering: 5+ years of hands-on development experience utilizing .NET Core, .NET 6, and .NET 8.

• DevSecOps & CI/CD: 5+ years of experience delivering responsive web applications integrated with DevSecOps tools (Azure DevOps, Git, SonarQube) and automated CI/CD techniques.

• Database Operations & Maintenance: 5+ years performing database optimization, performance tuning, and operational tasks using Oracle and SQL Server.

• Automated Testing: Hands-on experience applying Test-Driven Development (TDD) methodologies and utilizing automated unit testing frameworks.
