**Location:**Downtown - St. Louis, MO

The Software Developer II uses their technical background and knowledge of digital logic (conditional statements, etc.) to diagnose and troubleshoot application errors and issues and to analyze, gather requirements, design, and implement application enhancement projects. This role provides functional support to business stakeholders in the finance and supply areas within the City’s ERP system, Oracle Fusion Cloud, and peripheral applications.

Essential Functions and Responsibilities:

Application Support

  • Learn the ERP system and understand business workflows: Review guides and explore non-production environments to learn the system (on-the-job training with guidance from your supervisor). Review business workflows so you can understand them and communicate effectively with each stakeholder group.

  • Finance - City Comptroller’s Office is the primary stakeholder, and their user base is largely accountants. Workflows revolve around tracking of City finances via journal entries to the City’s general ledger.

  • Supply - Supply Division is the primary stakeholder; their user base is buyers and contract/purchase agreement reps. Workflows revolve around inventory management, supplier management, contracting (to include purchasing agreements), and purchasing (requisitions, purchase orders, receipts, payments/invoicing).

  • Service request (ticket) troubleshooting and resolution: Work a queue of service requests (tickets) to help end users or business owners resolve workflow or data-related issues.

  • Analyze problem statements and communicate with customers to clarify the problem and desired outcome.

  • Troubleshoot service requests (tickets) using experience and knowledge, existing internal guides, online Oracle knowledge articles, and customer. connect portals. If these don't resolve the issue, work with an outsourced managed services provider to investigate a solution.

  • Propose solution(s) to customer, and work with them to implement.

  • Communicate with customer to achieve positive confirmation/acceptance of solution before resolving service requests (tickets).

Project Work

  • Project work for software enhancements: Participate as a member of a project team to analyze and gather requirements, develop and build a solution, test the solution with stakeholders, and implement it in production.

  • Attend project meetings and contribute to requirements gathering, leveraging technical knowledge of the application to steer conversations towards a feasible solution.

  • Conduct project work developing and testing proposed solutions independently or with internal or external (consultant) resources.

  • Work with stakeholders/end users to test solutions, seeking user acceptance.

  • Work with stakeholders to implement solutions and help them to manage change.

  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.

  • Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards to specific situations.

  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate and perform complex rapid adjustment on equipment, machinery and tools such as personal computers, modems, and/or related materials used in performing essential functions.

  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as, technical operating manuals, requisitions, procedures, and non-routine correspondence.

  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals; requires the ability to interpret descriptive statistics.

  • Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective

  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.

  • Environmental Factors: Work is normally performed under generally safe and comfortable conditions without exposure to adverse environmental conditions.

  • Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as computer hardware. Tasks may involve extended periods of time at a keyboard or workstation.

  • Sensory Requirements: Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds textures associated with job-related objects, materials and tasks, such as installing new software.

Qualifications

A Bachelor’s degree in Computer Science, Information Technology, or a directly related field; plus three years of professional experience conducting application support in a mid to large corporate or governmental organization setting. Q****ualifying experience must include digital logic (code or pseudo-code) for writing conditional statements to define application logical workflows. OR an equivalent combination of education, training, and experience.

Preferences:

  • Experience with Oracle ERP applications.

  • Experience with SQL.

  • Experience as a member of project teams for software development or enhancement.

  • Experience with accounting, supply chain (purchasing), and/or budget planning.
